Usually if you uninstall rome total war II in the steam library and delete the "Total War Rome II" folder in the C:\Program Files (x86)\Steam\SteamApps\common\Total War Rome II location and then delete the "Creative Assembly" folder in the %appdata% folder in the C:\Users\Admin\AppData\Roaming\The Creative Assembly location everything should be removed. Update video drivers - I would try a complete uninstall listed below if nothing else worked. What I have read if its not video driver/hardware related ?
